Any person who has been ordinarily residing in Hong Kong for more than 7 years could apply for the Permanent Resident application in Hong Kong. Holding a valid permanent identity card constitutes proof that the holder has the right of abode in the HKSAR. Before a person proceeds to register for the issue of a permanent identity card, he/she will need to show that he/she is eligible for registration. For this purpose, a person can apply for verification of eligibility for a permanent identity card. However, the applicant must be in Hong Kong when making the application.

Hong Kong Permanent Residency Handling Fees

Our fees for handling the application for Hong Kong Verification of Eligibility for Permanent Identity Card is HKD7,980 per applicant and HKD2,800 per each dependent (simultaneously, if capable). For corporate pricing, please contact Kaizen’s Visa and Immigration Team.

In particular, our fees cover the following services:

1. Continuous advice regarding the application for HKPR;
2. Assistance with the preparation of the required documentation;
3. Review of application documents prepared by applicant;
4. Preparation of authorization letter(s) and application form(s);
5. Submission of application to the Hong Kong Immigration Department;
6. Liaison with the Hong Kong Immigration Department regarding the application;
7. Report of application status to the client;
8. Arranging the payment of fees and collection;
9. Forwarding Hong Kong Certificate of Identity (CI) to client; and
10. Assistance with the application of Hong Kong permanent resident ID cards.

Eligibility Criteria

Chinese Citizens

1. A Chinese citizen born in Hong Kong before or after the establishment of the HKSAR.
2. A Chinese citizen who has ordinarily resided in Hong Kong for a continuous period of not less than seven (7) years before or after the establishment of the HKSAR.
3. A person of Chinese nationality born outside Hong Kong before or after the establishment of the HKSAR to a parent who, at the time of birth of that person, was a Chinese citizen falling within category (1) or (2).

1. a valid travel document issued to him/her and a valid Certificate of Entitlement also issued to him/her and affixed to the travel document;
2. a valid HKSAR passport issued to him/her; or
3. a valid permanent identity card issued to him/her.

Non-Chinese Citizens

1. For a person not of Chinese nationality who has entered Hong Kong with a valid travel document, has ordinarily resided in Hong Kong for a continuous period of not less than seven (7) years and has taken Hong Kong as his/her place of permanent residence before or after the establishment of the HKSAR:
1. The continuous period of seven (7) years ordinary residence must be immediately before the date when the person applies to the Director of Immigration for the status of a permanent resident of the HKSAR under this category;
2. The person is required to make a declaration in the form the Director of Immigration stipulates that he/she has taken Hong Kong as his/her place of permanent residence. If the person is under 21 years of age, the declaration must be made by a parent or legal guardian. For this purpose, the person will have to furnish information to satisfy the Director of Immigration that he/she has taken Hong Kong as a place of permanent residence. The information may include whether he/she has habitual residence in Hong Kong, whether the principal members of the person’s family (spouse and minor children) are in Hong Kong, whether the person has a reasonable means of income to support himself/herself and his/her family and whether he/she has paid taxes in accordance with the law;
3. Please note that a person claiming to have the status of a permanent residence of the HKSAR under this category does not have that status until he/she has applied to the Director of Immigration and the application has been approved.
2. A person under 21 years of age born in Hong Kong to a parent who is a permanent resident of the HKSAR in Non-Chinese Citizens category (1) before or after the establishment of the HKSAR if at the time of his/her birth or at any later time before he/she attains 21 years of age, one parent has the right of abode in Hong Kong. Please note that on attaining 21 years of age, the person ceases to be a permanent resident of the HKSAR under this category. He/She may, however, apply to the Director of Immigration for the status of a permanent resident of the HKSAR under Non-Chinese Citizens category (1).
3. A person other than mentioned categories above, who, before the establishment of the HKSAR, had the right of abode in Hong Kong only:
1. is required to furnish information that the Director of Immigration may reasonably require to determine whether he/she had the right of abode only in Hong Kong immediately before the establishment of the HKSAR;
2. is required to make a declaration that he/she had the right of abode only in Hong Kong immediately before the establishment of the HKSAR;
3. who is under the age of 21 years, must have the declaration made by one parent or a legal guardian;
4. who is under 21 years of age born in Hong Kong on or after 1 July 1997 to a parent who is a permanent resident of the HKSAR under this category at the time of the birth of the person is taken to have the status of a permanent resident of the HKSAR if the person has, but for this provision, no right of abode in any place including Hong Kong;
5. Please note that on attaining 21 years of age, the person ceases to be a permanent resident of the HKSAR under this category. He/She may, however, apply to the Director of Immigration for the status of a permanent resident of the HKSAR under Non-Chinese Citizens category (1).

Payment Term and Method

Kaizen currently accept Hong Kong Dollar check, cash or TT and credit card through PayPal only. If payment is settled through PayPal, extra 5% services fee will be charged. Upon receipt of your order, we will issue an invoice to you for your settlement. According to nature of services, payment must be fully settled in advance. No refund can be applied once services provided.

If China or Taiwan official tax invoice is required, Value-Added Tax or Business Tax at the prevailing rate in the respective jurisdiction will be charged.

Procedures and Timeline

In general, the processing time of HKPR application takes approximately 8-12 weeks after the submission of the complete application file to the Hong Kong Immigration Department. The Hong Kong Immigration Department will verify the validity of the information submitted and may request additional evidentiary documents; in such case, the application processing time will be prolonged.

If the application is approved, the Hong Kong Immigration Department will issue an Identity Certificate for the HKPR ID card application and collection.

Documents and Information Needed

1. Copies of the applicant’s current and previous travel documents
2. Copies of the applicant’s current and previous visa labels
3. The copy of employment contract or the letter of appointment with the current employer containing information about post, salaries, other fringe benefits;
4. Reference letter/Employment certification from current and previous employers
5. Copy of HKID card
6. Copy of resume
7. Tax assessment and receipts from Inland Revenue Department in 7 years
8. Property ownership or tenancy agreement of the residential premise
9. Bank Statements of the past 3 months
10. School, college or university documents (if student visa was held)

All documents submitted must be in English or Chinese or translated into English or Chinese by a certified translation body.

Validity of HKPR

If you lose your right of abode in the HKSAR you will automatically acquire the right to land in the HKSAR in accordance with the law. This means that you will be able to enter Hong Kong freely to live, study or work without any restriction.

You may ascertain whether you have lost the status of a permanent resident of the HKSAR by applying for verification of eligibility for a permanent identity card with the Right of Abode Section of the Immigration Department for assessment of whether you have lost the permanent resident status and have the right to land in the HKSAR.
