Guide to Top Talent Pass Scheme (TTPS) Extension in Hong Kong
|
As Hong
Kong grapples with economic uncertainty and growing scrutiny over its talent
immigration policies, one initiative stands particularly exposed under the
spotlight: the Top Talent Pass Scheme (TTPS). Initially launched to attract high-calibre
professionals with a top university degree or high-income to invigorate Hong
Kong’s competitiveness, TTPS has recently faced a turbulent wave
of public scepticism. With increasing
reports of forged academic credentials and questionable applicant intentions,
the Immigration Department has responded by tightening the reins on how TTPS holders apply for extensions.
In this guide, we dig deep into the extension process for TTPS holders, decoding official requirements, unspoken hurdles, and strategic tips. We hope this resource proves helpful for applicants who are genuinely committed to building their careers in Hong Kong.

Why Has TTPS Extension Become More Complicated?
|
|
The answer lies in a growing backlash. According to media reports, an alarming number of TTPS applications have involved fake degrees or deceptive documents. A 2025 investigation led to the arrest of 18 individuals allegedly involved in schemes that helped Mainland Chinese applicants secure TTPS visas using fraudulent degrees and fabricated work histories. These agencies charged exorbitant fees – some even upwards of HKD $1 million per application, sustaining the fraud until clients qualified for permanent residency. This sharp uptick in abuse has led to a noticeable shift in how Immigration treats all TTPS applications – legitimate or not. Their dual approach involves:
Unfortunately, in the pursuit of cleaning up the scheme, even honest and well-qualified applicants are finding themselves subject to increasingly stringent extension requirements.

TTPS Extension Requirements |
|
At its core, the TTPS extension process mirrors the practices used for other visa types without employer restrictions, such as the Immigration Arrangements for Non-local Graduates) Scheme (IANG) and Quality Migrant Admission Scheme (QMAS). But TTPS carries a few unique twists that demand careful attention.
Here’s what
every applicant should know:
|
|
Residency During Application |
|
|
|
Applicants must be physically present in Hong Kong when submitting their extension application. No remote applications will be considered—regardless of circumstances. This echoes general rules across all work-related visa types.
|
|
Required Documents |
|
An
extension request must include personal documentation such as:
Beyond the
basics, applicants must demonstrate work-related activities in Hong Kong. This could include:
Employer Involvement |
|
No matter the applicant is working for a company or opening their own, they will need the sponsorship of an employing business. If the applicant is working for a company that wasn't disclosed during their previous extension applications or if this is the applicant’s first time applying for extension applications, the employer will likely be required a full set of corporate documents, such as:
- Business registration
details
- Office
tenancy agreement
- Local
staff evidence
- Financial
performance and cash flow
-
Explanation of job role and responsibilities
Special
Requirements Unique to TTPS
While the TTPS extension shares similarities with
other visa types, it introduces several distinct
requirements:
1. Substantial Stay in Hong Kong Unlike other schemes, Immigration Department considers applicants’ duration of stay in Hong Kong, despite the vaguely worded requirement in official materials. The official guidebook simply states:
“When
assessing an application for extension of stay, various factors will be taken
into consideration, including… duration of his/her stay in the HKSAR.” There’s no set number of days explicitly required, but our experience with the Immigration Department suggests that applicants who spend more time abroad than in Hong Kong would likely face challenging questions and the possibility of getting a shorter validity on the renewed visa. Immigration Department appears to be using this clause to screen out “paper residents” – those who hold a TTPS visa but never really live or work locally.
2.
Academic Verification
TTPS Category B or C visa
holders (those who
applied with top university qualifications) are now required to submit official academic
verification reports if none were provided in the initial application.
This is a
direct response to the widespread abuse of forged degrees. The government is
now leaning heavily on third-party verification services to validate
qualifications.
The recognised verification services can be found here.
3. Earlier Submission Window
While
most employment-related visa extensions can only be
filed within one month of expiry, the Immigration Department offers greater
flexibility for TTPS holders, allowing
submissions up to 3 months before the visa expiry date.
Extension
Periods – Standard vs Top-Tier
This incentive is designed to reward high economic contributors and encourage long-term settlement. But note, this assessment hinges strictly on reported taxable income declared and earned in Hong Kong, not overseas.
The Frustrations of Online Submission
Currently, all TTPS extension applications must be submitted online, which has created a new wave of headaches for applicants and companies alike as discussed in our previous article. The online system enforces a rigid sequence:
This process cannot be done concurrently and must follow the exact sequence above. If either party is unavailable, the other is forced to wait. Furthermore, applicants must remain in Hong Kong until payment is finalised and the application is officially submitted. This means even minor delays can derail travel plans or business activities.
Best Practices for a Smooth Extension

If you’re preparing for your TTPS extension, here’s what you should do to avoid common pitfalls:
Conclusion
TTPS still presents valuable
opportunities for global talents, but Hong Kong’s Immigration Department has
clearly entered a more vigilant phase, driven by public scepticism and media
scrutiny. Genuine applicants must now navigate a minefield of updated
requirements and administrative bottlenecks. Nonetheless, with careful planning and a
transparent application, TTPS holders can secure long-term stay
in Hong Kong and continue contributing meaningfully to its economy.
