Big Changes in 2025: What’s New with Hong Kong’s Admission Scheme for Mainland
Talents and Professionals (ASMTP) Visa
|
2025 has been a landmark year for Hong Kong’s immigration system. If you’ve been keeping an eye on the immigration scene, or if you’re an applicant, HR manager, or immigration consultant, you’ve probably noticed things aren’t quite the same anymore.
Three major shifts have reshaped the way applications are handled:
And just when we thought we had a handle on all that, the government introduced a brand-new stream under ASMTP and the General Employment Policy (GEP): the Technical Professional Stream.
|
|
What Is the Technical Professional Stream All About?
|
|
Announced in late May 2025, the Technical Professional Stream is a pilot program designed to bring in non-degree professionals for specific trades that Hong Kong urgently needs. It’s the third available stream under ASMTP and GEP – the other two streams being the Professional Employment Stream and the Investment as Entrepreneur Stream.
This new stream is all about filling gaps in the local workforce with targeted talent. But it’s not a free-for-all—there are strict rules and limited spots. |
|
|
|
Here’s what makes this stream different: • Quota-based: Only 10,000 spots available over three years, with a max of 3,000 per profession. • Age limit: Applicants must be between 18 and 40 years old. • Defined professions: The government has listed eight specific roles, each with detailed requirements for qualifications, experience, and job duties. • Visa duration: Successful applicants can get a 2- or 3-year employment visa. The list includes roles like aircraft maintenance technicians, marine services technicians and information technology technicians.
|
|
What You Need to Qualify |
|
|
|
This stream is very structured. Each profession has its own checklist, and you’ll need to tick every box:
It’s great that the government is being transparent about what they’re looking for—but it also means there’s very little wiggle room. If you’re missing even one requirement (except for licences that require prior local work experience), you’re probably not getting in and your application fee will be forfeited.
This is especially tough for people in fields
like software development or computer engineering, where formal certifications
aren’t always legally or professionally required.

|
Impact on the Traditional ASMTP (Professional Employment Stream) Applications
|
|
Here’s where things get complicated. The introduction of the Technical Professional Stream has had a knock-on effect on traditional ASMTP applications—especially for non-degree holders in assignment cases. An assignment case refers to the type of arrangement where:
According to unofficial responses from Immigration Department personnel, under the new policy, the non-degree professionals applying for the traditional ASMTP visa under this setup are unlikely to be granted the usual 2- to 3-year work visas. Instead, they are more likely to be offered the following more restrictive visa options:
Fortunately, this new policy does not seem to apply to ordinary non-degree holding traditional ASMTP visa applicant who seek to work under the direct employment of a Hong Kong based company.

|
What This Means for You
For Employers:
• Assignment
cases just got trickier: If you're planning to send non-degree staff from
Mainland China to work on a Hong Kong-based project for a client under an
assignment setup, be prepared for limited visa options.
• Direct
hires are still viable: If you're hiring non-degree professionals directly
into your Hong Kong company, the traditional ASMTP route remains open—just make sure
the role and candidate meet the usual criteria.
• Check
the Technical Professional Stream: If the role fits one of the eight listed
trades, and your candidate ticks all the boxes, this new stream could be a
great fit.
• Plan
ahead: Quotas are tight, and the application process is unforgiving. Early
and accurate submissions are key.
For Non-Degree Applicants:
• Know
your case type: If you're being assigned to a Hong Kong project but staying
employed by your Mainland company, your visa options may be limited.
• Direct
employment is smoother: If you're joining a Hong Kong company directly, the
traditional ASMTP path is still accessible—just be
sure you meet all the requirements.
• Explore
the new stream: If your profession is on the list and you meet the
criteria, the Technical Professional Stream could offer a longer-term visa with
more stability.
• Get
your paperwork right: The Immigration Department is being extra selective.
One missing document or mismatched detail could derail your application.
Final Thoughts So, what’s the takeaway?
A new door has opened—but an older one has
partially closed.
The introduction of the Technical Professional
Stream marks a big shift in how Hong Kong handles non-degree talent. It’s a
targeted solution for workforce gaps—but it also tightens the rules for
assignment-based applications under ASMTP.
